Smart
Growth Partnership:
Growing
a Smarter Los Angeles
With
over three million more residents anticipated in Los Angeles
County by 2030, Southern California must have a shared vision
that can accommodate projected growth without overwhelming
its transportation system and quality of life.
Just
as there are physical limits to the developable land in Los
Angeles County, there are economic limits to the county's
ability to afford current trends towards outward growth. One
of the key challenges that Los Angeles communities face is
how to accommodate growth in ways that are sustainable, affordable,
and livable. Our ability to promote better infill growth is
critical if we expect our transportation system to keep pace
with anticipated growth. Metro estimates that over the next
six years the county will grow by one million more residents,
reducing average freeway travel speeds by twenty percent -
if we do nothing to promote smarter growth or implement transportation
improvements.
Studies
in Southern California and in communities throughout the United
States confirm the strong link between land use planning and
the transportation system. Research shows that travel and
congestion can be substantially reduced by such strategies
as creating better jobs-housing balances, walkable communities,
and encouraging the development of transit oriented developments.
Integrating land use and transportation decisions have profound
benefits for the community and the transportation system -
achieving the equivalent of billions of dollars in transportation
investments.
What
is the Smart Growth Partnership? |
The
Mobility 21 Smart Growth Partnership is a public/private sector
forum designed to promote better coordination between growth
and the transportation system. The Partnership was formed
based on recommendations from the 2002 Mobility 21 Transportation
Summit. This initiative brings together public and private
sector leaders throughout Los Angeles County to address real-world
implementation issues. Its aim is to help implement solutions
that will make it more attractive to develop high-quality
infill projects that are linked to the regional transportation
system. In doing so, we can help address our current and future
traffic challenges and improve the quality of life in Los
Angeles County.
SHORT-TERM
GOALS:
- Provide
a professional perspective for promoting better growth.
- Use
pilot projects and other case studies to educate elected
officials, government entities, businesses, community
groups, and the general public.
- Develop
a marketing campaign to communicate the Partnership's
message to the media and general public.
- Involve
universities in the Partnership's education and research
initiatives.

LONG-TERM
GOALS:
- Formulate
a vision for the long term growth of Los Angeles County
by encouraging people to think differently about the
available possibilities.
- Educate
local stakeholders so they can better understand how
their actions connect to Los Angeles County's long
term regional projects and priorities.

developers, architects, and other stakeholders make more
